Can I install a satellite dish on my balcony?

Yes, with conditions. Per Section 7.4 of your CC&Rs, satellite dishes under 1 meter in diameter are permitted on balconies under FCC Over-the-Air Reception Devices rules. However, the dish must not extend beyond the railing line and you must submit an ARC application before installation.
